It is understood that Morecambe is the only site being considered for the Eden Project North site.
Last year, the Eden Project in Cornwall welcomed more than one million visitors over a 12 month period.
Mr Harland said: “Together with Lancashire Enterprise Premiership, Lancaster University, Lancashire County Council and Lancaster City Council, we are currently in the early stages of looking at the viability and feasibility of creating a world-class Eden experience in Morecambe Bay.”

He added: “Once this funding is fully finalised we will be able to give much more details about the project.
“It is an extremely exciting project and will bring a number of opportunities to our area.
“If Eden gives only a small percentage of those benefits to our area it will be a game changer for Morecambe and its regeneration.”

“The feasibility work for any project is always likely to be complex and it is too early to say what the outcome will be, at this time.
“The council is very pleased to be working with its partners to consider transformation of the area through potential major projects and investment.”
Susannah Bleakley, chief executive of Morecambe Bay Partnership, said: “Anything that’s going to bring the eyes of the world to Morecambe is to be applauded and the Eden Project would be a marvellous partner. The project would be completely transformational.”
